Links fail to open in a new window

• I created a link to an existing Wiki page and to an external web site
• I selected the "Open in new Window"
• The site opened, but in the existing window, not in a new window
• It inserts rel="__blank" instead of target"_blank"

note that this is a copy of the bug XWIKI-3641, which was fixed but reappeared as a result of further changes.
