XWiki velocity variables are undefined when the edited content is rendered

Follow this steps to reproduce:

• edit a new page in WYSIWYG mode
• switch to source tab and set the content to:

  {{velocity}}
  #if($hasEdit)
  You can edit
  #else
  You can't edit
  #end
  {{/velocity}}
  

• switch to WYSIWYG tab

The displayed text is "You can't edit" instead of "You can edit".
