UTF-8 characters are substituted with # for PDF export

If UTF-8 character encoding is used, then non ASCII characters (e.g. Latvian ?????????????) are substituted with # signs.
Simply copy and paste mentioned characters in xwiki page and then do Export-Export as PDF to replicate this.
