Cancel edit JavaScript handler doesn't check if the URL fragment is present before appending the query string

In onCancel handler from actionbuttons.js the query string is appended without checking if the action URL ends with a fragment identifier. This can happen when XWiki runs in portlet mode and the portal adds fragment identifiers to the portlet URL in order to scroll the page to the targeted portlet.
