Path-based multiwiki should allow the main wiki to be accessed using the virtual wiki URL format even without a wiki descriptor

Currently /xwiki/wiki/xwiki/ only works if there is a wiki descriptor for the "xwiki" wiki, and only /xwiki/bin/ allows access to the main wiki.
