Prevent backward compatibility regressions in platform/core

By enabling the Maven CLIRR plugin for all modules in platform/core.

In order to make it easy to update the clirr configuration at each release put all excludes/includes in core/pom.xml (only one file to edit). Otherwise the release manager would need to hunt down all clirr configuration in all modules...

This also reduces boilerplate configuration in pom.xml files
