Global user accounts are not recognized in several places

For example in the "document locked by" message and several WYSIWYG (TinyMCE) windows, when listing the name of a global account in a local wiki, the plain username is displayed instead of the proper full name + link. This is caused by using getLocalUserName instead of getUserName.
