ROME feed fetcher prints a warning message to System.err when feed plugin is fetching articles

ROME complains about not finding a fetcher.properties file, and write directly the warning to System.err instead of using a log.

We should add an empty fetcher.properties for now, and report the issue to ROME so that they fix it on their end.
