Approval system for new accounts.

I would like to see the option to require approval for new accounts being created, after they confirm, possibly with notifications sent to the admin saying "x@y signed up".

Additionally, some sort of approval process for users in which little trust is held. Perhaps built into groups. With the option for notification as above "user x edit on y awaiting approval". "comments on Z awaiting approval." with bulk approve/reject features.
