Make comments tab the first selected tab in a document's extra info section

I've considered it an improvement but in fact it could be considered a bug since it changed the default behavior (which was to have the comments tab the first one). It was introduced when the annotation was made available in the platform. I believe it wasn't a conscious decision to have the annotation tab the first one and we should put back the old behavior, at least until we agree to have another tab the first and default one.
