Admin rights randomly lost on main wiki after creating a new wiki

Restarting xwiki fix the problem so It seems to be a cache related problem somewhere.

But when looking at main wiki's XWikiPreference, it's unchanged and contains the correct rights but these are not taken into account.

It seems there is a special cache for XWikiPreferences somewhere I can't find which does not support multiwiki.
