Annotations UI does not work in multiwiki mode in other than the main wiki

The annotations jsx and ssx, because they are used always, need to be saved with programming rights. This is a problem in XEM, when the annotations .xar (XE .xar) is imported by local admin, which doesn't have programming rights.

Workarounds:

1/ manually save AnnotationCode.Style, AnnotationCode.Script and AnnotationCode.Settings with programming rights after installing the XE xar in a subwiki

or

2/ when importing the annotations xar (XE xar) in a virtual wiki, use a global user with programming rights and make sure to uncheck "import as backup package".
