Attachment selection limited set to Yes still shows "All Pages" tab when creating a link in WYSIWYG

steps to reproduce:

-Login
-Go to Admin section -> WYSIWYG Editor:

• set the "Attachment selection limited" under Links to "Yes"
• create a new page
  -add an attachment
  -edit the Page in WYSIWYG Mode, and inset a link. You should not have the "All Tabs" in that modal.
