Inconsistencies in the use of the terms "Add" versus "Create"

We combine the two terms, while we should decide on just one. Even if there is a slightly difference between the two terms, the users will prefer consistency rather than nuances.

1. Pages
"Add - Page" menu -> "Created by Administrator" #xdocFooter
"Add - Page" menu -> "Created the page" in activity stream

2. Spaces
"Create a new space" spaces
"Add - Space" menu
"Create Space" title + "Create" button

Other usages:
"Add comment", "Add another file", "Add" tags, "Add a category"
"Add new user", "Add new group"
