Top right language section doesn't show languages added from Administration Application

Steps to reproduce:

• login
• go to admin section
• Enable multilingual (Yes) and add some language codes in the Languages field (en, ca, de, es, fr, it, lb, nl, so, sv, zh, ro)
• Save
• Go to the Main.WebHome, you will still have only english (en) there.

Also removing the default language field (leaving it blank)from Admin App still doesn't work.

But, if specifying ?language=ro for example, the main page translates. So it seems that translation system works, only the UI seems broken.
