Add jobs to produce install and uninstall plans

Since creating an install plan is becoming very complex with version range it would be nice to have a job to produce a clean install/uninstall plan also used by install job. It allows to make easier displaying this information in velocity and also make sure the whole plan is valid before installing anything.
