Cannot search with non-latin1 characters

It seems that characters not in the latin-1 scope are transformed into unknown characters, thus the search returns erroneous or no results.

This is only valid for an install configured with the UTF8 charset. If the charset is latin-1 (ISO-8859-1), then both the stored value and the searched string are transformed into &#; entities.
