Annotation window disappears only if mouse is hovered out from the content window

steps to reproduce issue:

• login
• go to a page that has annotations
• click on show annotations
• click on each small yellow icon, but do not go with your mouse inside the modal windows that appears with the annotation content
• you can do this to all annotations, but the modal windows will not disappear until you move the mouse in and out the modal
  I was able to reproduce this behavior on FF 11.0, IE8 and IE9, under any user
