components.txt is not merged when releasing legacy modules

    Description

      The components.txt files are properly merged when doing a normal build.

      This makes the office importer unusable because the office importer application is still using the deprecated velocity bridge (to prove backward compatibility) which is registered in the legacy components.txt that is not merged.
