Macro registration fails after initial xar import on an empty wiki

    Description

      How to reproduce:
      1. Get the jetty-mysql build that does not come with the database pre-installed (or get jetty-hsqldb but delete the ./data/database folder)
      2. Start the wiki
      3. Import the default xar
      4. Go to Main.WebHome and see that the wiki macros are not registered

      Workaround:
      After the initial import, restart the wiki. The wiki macros will be properly registered.
