Sometimes the xwiki:dom:loaded isn't sent at all

Because xwiki.js assumes that the XWiki.widgets variable already exists and it tries to add a new widget (CreatePagePopup) to it, triggering an exception that stops the execution of xwiki.initialize prematurely.
