Add script service and job to "repair" a XAR extension

Since lots of older install of XWiki imported many extensions as plain XAR Extension Manager does not have any idea what's installed and can't do proper upgrade with 3 ways merge etc.

The idea is to provide tools to make easier to repair the extensions index by applying all missing steps to a proper XAR extension install (download, register as installed, etc.).
