"Make Version Summary Mandatory" doesn't work on all browsers

    Description

      steps to reproduce:

      -login
      -go to administration section
      -set "Make Version Summary Mandatory" to "yes"
      -Edit/and tray to save a page with Summary field blank

      On IE6, Chrome, IE8 no javascript modal/popup will appear in order to "force" you to put something. The pages are saved like nothing happend.
