New HTML5 upload doesn't allow to add another attachment after one has been uploaded

See the screenshot for what you get after the first attachment is uploaded. There's no button to add another attachment...

Clicking Hide Upload Status makes the add attachment button appear again but it should always be visible since it's 1) misleading and 2) requires more clicking than necessary
