Description
The problem can be best observed in XEM, where, after the Distribution Wizzard finishes installing the extensions + UI, the XEM translations are not loaded, even if the translation pages are properly registered in XWikiPreferences.
The same thing happens if you create a workspace: the new workspace ignores the registered documentBundles translations.
Workaround: Restart XWiki after installing XEM or after creating a new workspace, so that the Localization module properly reads the documentBundles when it is initialized.
