Failing to exclude modified document notifications from other subwikis in the IRC Bot

The problem is that our event listener will be executing in the context of the subwiki and it'll look for an IRC.IRCConfiguration document in the current wiki, thus not finding one and thus not honoring any exclude.

The solution I'm implementing is to look in the main wiki if no config doc is found in the current wiki.
