Use the Distribution Wizard to fill up a empty subwiki with a default XE

Currently, the DW does not know and therefore does not help creating a subwiki that was not built by the workspace manager, but by the wiki manager.
You are back on your own to import a default XE, and the import page suggest the appropriate package.
It would be far better to have the DW doing so, and drive the import transparently. It could ensure to new user a smooth trial, and also prevent issue with PR (imported page missing PR), and so on.
