Add a Sandbox entry in the Application Panel and remove Sandbox from the Quick Links Panel

    Description

      The idea is:

      • Remove the Quick Links Panel by default
      • Show Sandbox as an app since that's what it is, it can be removed and added as any other app

      Note that this also fixes the issue raised by XWIKI-8917
