Support Locale inheritance in SOLR search

    Description

      Right now when you search with SOLR you search document with the current language and nothing else which mean that for example if the current locale is fr_FR you won't find document with locale fr and document with no locale.

      We need to index documents in a way that allow finding fr document but only when the corresponding fr_FR one does not exist.
