Move the WYSIWYG editor administration section in a separate module inside xwiki-platform-wysiwyg

The WYSIWYG editor administration section uses ConfigurableClass so it isn't hard-coded in the administration application. It should be moved thus inside the WYSIWYG editor module (xwiki-platform-wysiwyg).
