Administration: Rights: checkbox for global permissions invisible for small screens

For small screens the checkboxes to set "global permissions" like "Prevent unregistered users from viewing pages, regardless of the page or space rights" might vanish to the right behind the right panel column and become invisible.

To reproduce, go to the Rights page and make your browser window small; if it is small enough the checkboxes will vanish and only the corresponding text will be shown.
Under some conditions (like it happened to me with the German translation, which has a rather long name for the last rights column) the rest of the screen is completely usable, so users with just the right screen size might have a had time figuring out what is going on.

I propose to move the checkboxes to the left of the text for these permissions so they cannot be missed.

If there is interest for this, I might be able to send a patch. Otherwise fell free to close as "Wontfix"
