The "Administer Space" does an incorrect redirect when having a colon in the space name

Steps to reproduce:

• create a sub-wiki named for instance "projects" and log-in as local administrator
• create a space named "Dev:Collections"
• on 4.5.3, the local admin cannot see the "Administer Space" and "Delete" links in the "Space" menu, only the global farm admin can
• on both 4.5.3 and 5.2, when clicking on "Administer Space" you are redirected to "/xwiki/bin/admin/Collections/WebPreferences" which doesn't exist instead of "/xwiki/wiki/projects/admin/Dev%3ACollections/WebPreferences"

I also mention that the "Delete Space" feature seems to work correctly.
