Add support for generating and receiving real revision events in XAR parser

Right now it passes the JRCS revision as it is in the wikidocumentlocale event and it understood by instance output module.

The main issue is that it imply depends on the dead JRCS library. Could maybe be put as optional dependency and tested at runtime.
