Inconsistency between the user scope and the "users" section in the administration of a subwiki

On a subwiki, the users section in the administration is replaced by a page to set the user scope, the membership type, and that manages members and candidacies.

But if we set the scope as "only local users", we should not have the candidacies, but instead the regular page (the same than the main wiki) that enable the creation of local users.

As a result, it is not possible for the administrator of a subwiki to create a local user from the administration.
