Unable to add members to a subwiki from the administration

In the "users" section of the administration of a subwiki, we can invite/add global users to the wiki (see screenshot: expected.png).

But in 5.4m1, this form has disappeared (see screenshot: bug.png).

Note: In 5.3, it is OK.
