Only Local Users subwiki does not take into account LDAP settings

    Description

      The LDAP authenticator is not taken into consideration when the subwiki is configured with the "Only local users are available in the wiki" setting.

      When you create a sub-wiki that is set to allow only local users and then also configure that sub-wiki to use LDAP authentication which either searches a different base DN than the main wiki, or sets an AD group upon which to authenticate against, then the LDAP auth should not fall back to the main wiki but instead either create the user as one of the "Local Users" of the subwiki or deny them access at the subwiki log in based on if they pass the authentication set up in the subwiki LDAP settings.

      As it sits now the subwiki LDAP settings are ignored and authentication is passed back to the main wiki where the new user is created. This defeats the purpose of creating a subwiki that is created for a specific department or branch as defined in your AD.
