Main.UserDirectory doesn't list any member on subwikis

Steps to reproduce:

1. Login with Admin
2. Create some global users
3. Create a new subwiki and in step 2 add the previously created users as members
4. Use DW to install the UI
5. Click on the "User Directory" link in the "Top Active Contributors" section
