Wikis DW step always get back after a restart as long as there is not upgraded wikis

When clicking on "continue" the step state is set to COMPLETED but it's not taken into account when preparing the step at startup.

Was ok before since it was mandatory to upgrade all wikis but it's possible to skip some of them now.
