The Continue button is not available on the Extensions step when all extensions are up to date

I did an upgrade from 5.3 to 5.4-SNAPSHOT. I didn't have any additional extensions installed on 5.3, besides the default ones. In the Extensions step, the DW checked if there are extensions to upgrade and told me "All extension are up to date" but I couldn't continue. The available buttons were Later and Never.
