Local XWiki.Admin document is deleted from simple wikis (non-workspace) after migration

    Description

      I did a migration on Jetty/Hsql from 5.2.1 to 5.4RC1. On 5.2.1 I created some simple wikis and after the migration the local Admin user was deleted.
