Links to attachments are not correctly resolved

Reproduction steps

1. Create or edit a page
2. Insert of edit a link a make it point to an attachment
3. Save
4. click on the link to the attachment

Expected

An attachment preview is presented to the user, or the link opens with the right backend url

Actual

A URL to a non-existing page (e.g., http://localhost:5173/Localhost/#/.download.Sandbox.WebHome.XWikiLogo%5C.png%3Frev=1%5C.1/view) is opened
