Description
Similar to XCOMMONS-1891.
Java Xerces is pretty much dead since a long time, and it is not supposed to bring any value anymore compared to standard Java implementation (and might actually cause problems).
We should probably also get rid of xml-apis and xml-apis-ext.
Note that Java 8 still have some problems which are fixed by Xerces (like XCOMMONS-1373) so we need to upgrade our minimum supported version of Java 11 before we can fully get rid of Xerces.
