Panels aren't displayed properly in Edit mode if setting "Width of the right panel column" to Small or Large

    Description

      Steps to reproduce:

      1. Go to Administration -> Panel Wizard -> Page Layout
      2. Set the "Width of the right panel column" to either Small or Large
      3. Edit any page in Wiki or WYSIWYG

      When selecting the Large Panels Width and editing a document the panels aren't visible at all.

      Editing Main.WebHome in Inline mode doesn't reproduce the bug.
