Move registration to a template

We should move the registration page to a template. This template should use the "XWiki.RegisterNewUser" page when this page exists, and otherwise use a default minimal version of the registration page.

This page should use the "register" right to verify if the registration is public or not and show a message in the case it is not allowed for the user.
