Allow normal users to edit tags they have created

When you add a tag with a normal user, you have just the "delete" image button near the word.
If you want to edit that tag, you can't and you need to delete that tag, and add a new one.

From my point of view, it's not normal to add a tag (with a normal user) and can not edit.
