Unable to drag & drop panels on a subwiki

    Description

      Steps to reproduce:

      1. Create a subwiki
      2. Go to that subwiki's Administration: Panel Wizard page
      3. Try to drag & drop panels -> it doesn't work

      On the main wiki this issue does not reproduce. I've noticed that the "Workspace Information - Legacy" panel isn't properly displayed in the list. It might be related to this bug.
