"Page layout" section not working as expected on subwikis

    Description

      Steps to reproduce:

      • Create a subwiki
      • Go to that subwiki's Administration: Panel Wizard page
      • Try to click on "Page layout" > nothing happens
      • Scroll below the "Panel list" and you'll notice the contents of the "Page layout" tab. Additionally the drop-downs for the width of the columns are missing.

      I could not reproduce on the main wiki.
