Empty 'Add' menu when users are allowed to 'Comment', but not 'Edit'

Prb1: On flamingo skin, when a user is only allowed to add Comment on a page, the submenu of "create" button is empty.

Prb2: Btw, when a user is not allowed to add Comments on a page, on submenu of "More actions" the button "Comments" is displayed.

I will fix it.
