The wysiwyg editor configuration doesn't fallback on the main wiki when local configuration document is missing

The wysiwyg content editor uses a script service to access the configuration:

$services.wysiwyg.config.plugins

This script service uses a configuration source which first looks in the current wiki and then on the main wiki. The fallback on the main wiki doesn't work any more.
