The cache of the LESS module is badly designed

The cache of a wiki is cleared if one of its color theme or skins is updated. But actually, a color theme can be used across wikis, so the cache of the other wikis are not cleared.

It would be better to clear the cache not regarding the wiki, but only the color theme and the skin, across wikis.

Need to be fixed while the LESS module is still @Unstable
